The first of a total of seven hurdles has been overcome on the way to initiating accession negotiations. The country became independent on the 3rd of June, 2006. Montenegro would like to join the EU and they reckon that they have a good chance. On the 7th of September 2011, the parliament of Montenegro decided to implement a new electoral law which is part of the EU minimum requirement with a two-thirds majority.

In addition, Montenegro is anxious to gain admission to NATO. The accession negotiations for this were agreed in April 2008 in the Romanian capital Bucharest by the NATO member states.
